Nominations shall come from the Regular membership, and a majority vote of those members present and voting shall elect each position on the Board. All members of the Board of Directors must be Regular members in good standing and qualified to perform the duties of their office.
5.3. Any Director or member of a committee or other officer may resign at any time. Such resignation shall be made in writing, and shall take effect at the time specified therein, and if no time be specified, at the time of its receipt by the President or Secretary/Treasurer. The acceptance of a resignation shall not be necessary to make it effective.

6.1.4. The principal duties of the Treasurer shall be to keep an account of all money, credits, and property of any nature of the Group; keep an inventory of items belonging to the Group; and levy member dues if assessed. (Note that, as the Group operates under the aegis of Fort Toulouse/Jackson Park, it is not anticipated that money or property used by the Group will be any other than personally owned property or that belonging to the State of Alabama, and therefore not subject to administration by the Group.)

Article VII: Meetings
7.1. Regular meetings shall be held at each scheduled regular Garrison weekend, including the special events held in April and November if needed.
7.2. The Elections Meeting shall be the first official meeting of every other calendar year (even years). Each position on the Board shall be elected by a majority vote of Regular members assembled and voting at the meeting.

All mail-in ballots must be received at the Fort Toulouse park office or received by one of the current officers, whichever suits the particular situation better, by one day prior to the Regular Meeting. Mail-in votes shall be added to the in-session votes of the Regular Meeting.
7.5. A member has the right to change his vote up to the time the vote is finally tallied.

Article VIII: Management
8.1. The Group shall have no paid employees.

8.1.1. No part of the net earnings of the Group shall go to benefit individual members or other private persons, except that the Group may pay reasonable compensation for services rendered in furtherance of the purposes set forth above.
8.1.2. No part of the activities of the Group shall be the carrying on of propaganda, or otherwise attempting to influence legislation, and the Group shall not participate in any political campaign or on behalf of any candidate for public office.

Article IX: Committees
9.1. In addition to the following, the Board of Directors may establish such committees as from time to time may be necessary. Discharging a committee requires a vote by two-thirds of the votes cast by Regular members. When a committee is discharged its chairman returns to the secretary all papers that have been entrusted to him.

9.1.1. Historical Research/Authenticity Special Committee.
9.1.1.1. The interpretive history volunteers at Fort Toulouse/Jackson Park operate under the ultimate control of the Alabama Historical Commission. The authority of the Committee is delegated from the Programs Director to ensure that an accurate portrayal is accomplished. The Site Director has the authority to appoint and remove members of the Committee. The Historical Research/Authenticity Committee consists of the Programs Manager, the Commandant or highest ranking officer, an ex-officio representative of the Alabama Historical Commission, i.e., the Site Director, and three Regular Members. At least one members should be an Indian and one member should be a woman.
9.1.1.2. Members of the Historical Research/Authenticity Committee shall be appointed from the Regular membership by the Board of Directors; the members' names shall be announced to the Group.
9.1.1.3. Members of the Historical Research/Authenticity Committee shall serve for two years, or until the next election of officers, whichever time is shorter. Committee members may be re-appointed at election time, if they are willing to serve another term.
9.1.1.4. Any committee member may resign at any time. Such resignation shall be made in writing, and shall take effect at the time specified therein, and if no time be specified, at the time of its receipt by the President or Secretary/Treasurer. The acceptance of a resignation shall not be necessary to make it effective.
9.1.1.5. If the position of committee member becomes vacant, the Directors may at their option appoint any qualified person to fill such a vacancy, and to serve the unexpired term until a successor shall be appointed.
9.1.1.6. The Historical Research/Authenticity Committee is charged with examining source material to determine the most correct style of clothing and equipment with which to create each member's impression. The Committee shall, individually and collectively, continuously research the period and present to Group members any relevant data collected. The Committee shall monitor the dress, camp and demeanor of Group members and make recommendations for changes as necessary, based on documented data. The Committee will review all documentation presented by other members, and determine if changes may be allowed on the basis of the data. Should a member or prospective member have documentation showing a variance to unit standards, the Committee shall examine said documents and render a decision by majority vote of the entire Committee whether to accept the change or disallow it.
9.1.1.7. The Committee may also work with the Board of Directors to provide input into conflict resolutions within the Group.

Article X: Commadant
10.1. The position of Commadant is a volunteer position, subject to confirmation by the Board of Directors. Subordinate military positions are designated by the Commadant but are subject to confirmation by the Board of Directors.

Article XI: Membership
11.1. Membership is open to all persons, regardless of race, religion, sex, or ancestry. As this is an historical depiction, however, members must portray a character consistent with their appearance and role in the 18th century.
11.2. A "Regular Member" is defined as one who has completed the prospective member process, the probationary period, the admission vote, and maintains a minimum 50% attendance record of satisfactory participation in garrison weekend days during a calendar year.
11.3. To be eligible to be a Regular Member, a person must be at least 18 years of age and have an interest in French/Indian history and culture. (Also, the person must not have been convicted of a felony and not be an abuser of illegal substances.)

11.3.1. Males applying for Regular Membership must depict either a French Colonial Marine or a member of the Alibamon (or other Creek), Cherokee, or Choctaw tribes. Any other depiction is by exception only, and must be approved by the Board of Directors and the military leadership.
11.3.2. If the spouse of a regular member is considering joining but is undecided, or will only participate once or twice a year, he/she will be considered an associate member (non-voting). If the time comes when they decide to participate full-time, then they will need to apply for regular membership. In this case, the probationary period may be waived in lieu of past participation, providing all other requirements are met.
11.3.3. Females applying for Regular Membership must portray a French Colonial or Indian depiction. If single and portraying a French woman, they must present a plausible rationale for their presence at the Fort to the Board of Directors and the Historical Research/Authenticity Committee for approval.
11.3.4. Persons under the age of 18 may not be Regular Members. They may participate under the supervision of a sponsoring adult and are expected to comply with guidelines for clothing and conduct (See Article XIII for Membership Expectations) They may apply to become regular members upon turning 18. In this cases, the probationary period may be waived in lieu of past participation, providing all other requirements are met.
11.4. Regular Membership confers the right to vote in Group elections and other votes.
11.5. An "Associate Member" is defined as one who occasionally attends events at Fort Toulouse. Associate Members are not considered voting members, but are free to attend any weekend, as long as they are in prescribed correct clothing as outlined in the Unit Guidebook and adhere to all rules set forth in the Bylaws. Prospective Associate Members must apply to the Programs Manager before participating, in order to be informed of all rules and conditions. If an Associate Member wishes to attend more than half of the scheduled event weekends, then he/she must go through the membership process as outlined in Article XII below, and adhere to the guidelines in items XI.1-XI.5 above.

Article XII: Membership Application:
12.1. Prospective members must introduce themselves at a garrison weekend and present to the membership his or her interest in joining.
12.2. It is desirable that a prospective member attend a garrison weekend with "loaner" clothing and equipment from the Park, before investing money in the hobby.
12.3. All prospective members are to be sponsored by a current member (an active, Regular member in good standing). The sponsor will advise the recruit in acquiring the correct uniforms and equipment. The sponsor bears full responsibility for the prospective member: their dress, equipment, and their actions, until the probationary period is up and the prospective member has been voted in as a Regular Member.
12.4. The minimum period clothing allowed for active participation at the first three encampments for a French male shall be a shirt, breeches and footwear, for a French female the chemise, petticoat, cap, and bedjacket or shortgown. For an Indian male, the shirt, breechcloth, and leggings; for an Indian female, the shirt or chemise, and the wrap skirt or petticoat.
12.5. Within six months, the prospective member must have acquired the above listed minimum clothing and equipment needed to shoot and clean the gun (if part of the role), which may be supplemented by loaner gear, and have attended at least half of the scheduled garrison weekend days. See Article XIII.7, Membership Expectations, below for continued expectations for dress.
12.6. At the end of this six month probationary period, prospective members who have met the above requirements will be voted on at a Regular Meeting by the Regular Members. Admission requires a "yes" vote by at least three quarters of the votes cast by the Regular Members in attendance at the meeting.
12.7. Acceptance into the Group automatically grants to the member full voting privileges.

Article XIII. Continued Membership Expectations:
13.1. The success of this Group depends on the willing cooperation of members to work as a team under the direction of the Park Management and the appointed leadership. Persons who have trouble working in a structured environment, cannot readily accept orders, or who advance a personal agenda rather than support the program may have difficulties adapting to the Group.
13.2. Members are assumed to be dedicated enough to assume the responsibility for program participation. Attendance at least 50% of the garrison weekend days in a calendar year is required for continued status as a Regular Member.

13.2.1. Attendance at less than 50% of garrison weekend days or chronic lateness or absence from formations and activities at garrison weekends, is unsatisfactory and will lead to review by the Board of Directors. A Regular Member can be dropped from the rolls for non-participation if he/she attends less than half the garrison weekend days in a calendar year.
13.2.2. The member will first be notified of the intention to be dropped from the rolls and will be given the chance to respond.
13.2.3. Exceptions to this rule include those members who cannot attend for a certain length of time due to circumstances beyond their control, such as illness, military duty, or a temporary relocation. In this case, the member will retain Regular Membership status during their absence. The length of time a member may be absent is variable and subject to approval by the Board of Directors.
13.2.4. Garrison weekends include those regularly scheduled garrison weekends (January, March, May, June, September, October), F&I, and Frontier Days, but not special events such as unscheduled weekends, work days, or the Tactical, July, August, and December garrison weekends. The Tactical in February, and the July and August weekends, will not count against a member if one does not attend, but will count as one of the required garrison weekends if a member does attend. A Garrison weekend shall consist of both Saturday and Sunday, until at least 3:00 pm on Sunday. Members who live at least 100 miles away may leave at noon on Sunday, however, with no repercussions.
13.2.5. To further clarify, a member must attend at least four full weekends (Saturday and Sunday), or at least eight partial weekends (one full day only), in order to maintain status as a Regular Member.
13.3. Clothing and Equipment: Members must demonstrate that they are serious in fulfilling the obligations required for full participation. This includes acquiring proper clothing and equipment. The Park does not have the resources to lend out uniforms and weapons for an extended period. In addition to items XII.4 and XII.5 in Membership Application above, a soldier is expected to have all "required" items of clothing (all small clothes, consisting of shirt, breeches, stockings, waistcoat, stock, fatigue cap, gaiters/leggings, and shoes, plus the tricorn and sword belt) and equipment needed to shoot and clean the gun at the end of one year of participation, and an approved musket (if part of the role) by no later than the end of the second year of participation. The justaucorps is also highly desirable, though not required. Women should have the basic outfit, including chemise, petticoat, apron, bedjacket, neckerchief, and cap, plus hose and period shoes, by the end of the first year's membership. For an Indian male, the shirt, breechcloth, leggings, correct accessories, and a correct hairstyle; for an Indian female, the shirt or chemise, the wrap skirt or petticoat, correct accessories, and a correct hairstyle. For all portrayals, period eyewear, if worn, must be acquired by the end of the first year. If these requirements are not met, a member will be dropped from the rolls.
13.4. Non-Period Items: The Group strives to portray 18th century life as accurately as possible within reason. Members must adhere to regulations governing the type and suitability of weapons, and clothing and accessories to be worn, and remove all (non-safety related) non-period items from public view. This extends to the use of jewelry, corrective eyewear (wear period frames or contacts), coolers (must be covered or hidden in a box, not just placed out back), modern eating utensils & cookware, modern food containers, sleeping bags (must be covered), and any other items which might detract from a proper 18th century appearance. Adornments to the uniform or body are to be carefully screened. Wrist watches, sunglasses, visible modern makeup, nail polish, nose or earrings, rendezvous medallions, modern-style neck chains and rings, plumage on headgear are to be removed prior to participation. Smokers must use a period pipe. If a member wants to smoke a cigarette, it must be done out of sight (deleted: "in the woods") of all, including mornings and nighttimes. Failure to comply with applicable regulations is unsatisfactory.
13.5. Alcohol Consumption: The 18th century garrison of Fort Toulouse involved not only soldiers, Indians and craftsmen, but also their dependents. The Group emphasizes that this is a family participation hobby, as it must be to depict the historical situation. Inappropriate behavior by any member is the fastest way to turn off family participation and lose local support. After hours, drinking shall be in moderation and participants shall behave with maturity. "Last Post" (lights out and quiet in encampment) must be observed at 11:00 p.m. No one shall handle a firearm after any drinking. No minor shall consume alcohol. Violations of these guidelines will result in review of a member's fitness to continue as a member.
13.6. Respect: The primary focus of this Group is the 18th century and, although members come from all walks of life, reenactment of this period is a common bond. Divisive issues of the 20th century have no place here. Therefore, members must be prepared to "leave at the gate" all discussion of potentially contentious subjects such as politics, religion, or current events.
13.6.1. Mutual respect and courtesy between all members is as important for the good running of the Group as it is for the accurate depiction of the culture of the 18th century. As a minimum, names and titles or noms de guerre, and correct signs of respect should be exchanged between men and women, children and adults, and superiors and subordinates.
13.6.2. No member will be allowed to engage in physical or personal verbal abuse of another member or the public. Non-commissioned officers may, as consistent with their character, administer reprimands of a generic sort, but personal humiliation is not the object, and will not be tolerated. Officers, as gentlemen, must act as such.
13.6.3. No interpersonal interplay that is considered harassment will be tolerated.
13.7. Safety: Personal and property safety of members and the public will not be jeopardized by any conduct for any reason, including "historical accuracy." Any identified safety problem results in an immediate suspension of activity until resolved. Anyone observing a safety problem should immediately say, "As you were!," and identify the problem.
13.7.1. Firearm Safety: No one shall handle a firearm while under the influence of alcohol. No one shall have any live rounds on his person at any time, UNLESS he is participating in a group live fire event, away from the Fort, under the supervision of a superior, and then may not have live rounds loaded into a firearm until he is in place at the firing range and preparing to fire.
13.7.2. Edged weapons (knives, tomahawks) must be sheathed and secured during drills, demonstrations, and tacticals.
13.8. Minors: Sponsor adults of this Group are responsible for their sponsored minors (persons under age 18) who attend any Group functions. This responsibility includes the minor's safety and the minor's correct 18th century dress. The minor's activities during public hours should be period appropriate. The sponsor is responsible for the minor's conduct and good behavior.
13.8.1. Minors whose activities are disruptive may be required to leave the Group or event.
13.8.2. Minors between the ages of 12 and 18, under the direct supervision of their parent or legal guardian, may carry firearms loaded with powder only, at on-site demonstrations, provided they are participating in regular drills on garrison weekends, after receiving safety instruction by a qualified instructor on-site. They may participate in firing drills, demonstrations, and tacticals with the permission and direct supervision of their parent or legal guardian.
13.8.3. Minors between the ages of 12 and 18, who do NOT have the direct supervision of their parent or legal guardian, may carry firearms with wooden flints and no powder only, at on-site demonstrations, provided they are participating in regular drills on garrison weekends.
13.8.4. During non-public activities when the unit conducts live fire events for our own enjoyment, minors between the ages of 12 and 18 may shoot UNDER THE DIRECT SUPERVISION OF THEIR PARENT OR LEGAL GUARDIAN, after receiving safety instruction by a qualified instructor on-site.
13.9. Military Expectations: Reenacting a military based organization representing the 18th century involves participation in sometimes physically demanding activities under unpleasant weather conditions. Men who have trouble hefting a 10 lb (+) musket and other equipment during drills and marches in hot or cold weather, or have heart conditions or other limiting incapacities, may be unable to successfully participate in a military persona.
13.9.1. The depiction of combat operations may be required as part of the Group's activity. This involves mock battle events where the participants are subjected to the smoke, noise and sights of other reenactors "shooting" blank musket and cannon charges in their direction. If a man is uncomfortable with full participation under simulated battle conditions, he must apply to the Historical Research/Authenticity Committee for a role other than the military.
13.10. Acceptance of membership does not obligate the Alabama Historical Commission in any manner. Acceptance of the guidelines of the Group indicates the member will hold harmless the Alabama Historical Commission, Fort Toulouse/Jackson Park, the State of Alabama and its employees, the Board of Directors, the Historical Research/Authenticity Committee, and military officers and noncommissioned officers of the Group.

Article XIV: Conflicts
14.1. This Group operates under the sponsorship of the Alabama Historical Commission and Fort Toulouse/Jackson Park. Membership is a privilege and not a right. All final decisions regarding disciplinary actions, suspensions and dismissals shall fall to the Fort Toulouse/Jackson Site Director and/or his designees, and his superiors at the Alabama Historical Commission.
14.2. Members are encouraged to resolve inter-personal conflicts among themselves whenever possible.
14.3. Resolving Problems: Problems such as safety violations or unacceptable behavior by a member may be brought to the attention of the Board of Directors or to the Site Director, by any Regular Member, Recruit, Officer, or committee member.

14.3.1. The Site Director and/or his designees or the Board of Directors may call a meeting of the Board of Directors together with the Site Director at any time in order to discuss said problems. Members of the Historical Research/Authenticity Committee may be included in the meeting also for additional input, if desired.
14.3.2. If it is determined that subsequent action is necessary to resolve the conflict, the Site Director may call for a meeting with the offending member, in order to review the problem, hear the member's viewpoint, and try to reach a solution agreeable to all. The meeting shall be requested officially in writing by mailing a letter to the offending member, and a copy of said letter provided to members of the Board of Directors. Notice of the results of the meeting with the member shall also be provided to members of the Board of Directors and to the person who originally brought the complaint forward.
14.3.3. These steps may be repeated as often as necessary, as deemed by the Board of Directors and the Site Manager and/or his designees.

Article XV: Suspensions
15.1. If the steps outlined in Article XIV above do not satisfactorily resolve a problem, or if the offending member repeats the same mistakes many times, the Site Director and/or his designees, or the Board of Directors may call a meeting of the Board of Directors together with the Site Director at any time in order to discuss suspension for cause. Members of the Historical Research/Authenticity Committee may be included in the meeting also for additional input, if desired.
15.2. While the input of the Board of Directors is desirable to the process of suspension, all final decisions regarding suspensions for cause shall fall to the Site Director and/or his designees, and his superiors at the Alabama Historical Commission.
15.3. Suspensions for cause may include, but are not limited to, the member failing to live up to the Bylaws, or regulations of the Group.

15.3.1. Suspension shall consist of removal of voting rights of Regular Members, as well as cessation of activities with the Group for an amount of time to be decided upon by the Board of Directors together with the Historical Research/Authenticity Committee, Programs Manager, and Site Director, but not to exceed six months.
15.3.2. At the end of the set suspension period, the member will be allowed to resume full participation with the Group.
15.3.3. If a suspension is deemed necessary, the offending member will be officially notified in a letter written and mailed by the Board of Directors and the Site Director. The letter shall include the cause for suspension, the definition of suspension, and the amount of time the suspension is for. A copy of this letter shall be provided to members of the Board of Directors and the Historical Research/Authenticity Committee.
15.3.4. The above review and suspension process may be repeated as necessary, at the discretion of the Board of Directors and the Site Director and/or his designees.
15.3.5. The Group will be notified of the suspension, and will be notified when the offending person is allowed to resume participation.

Article XVI: Dismissals
16.1. The final step, and last resort, in conflict resolution shall be dismissal for cause. If the steps outlined in Articles XIV and XV above do not satisfactorily resolve a problem, or if there are immediate, gross violations of the Bylaws, the Site Director and/or his designees, or the Board of Directors may call a meeting of the Board of Directors together with the Site Director at any time in order to discuss dismissal for cause. Members of the Historical Research/Authenticity Committee may be included in the meeting also for additional input, if desired.
16.2. While the input of the Board of Directors and the Historical Research/Authenticity Committee is desirable to the process of dismissal, all final decisions regarding dismissals for cause shall fall to the Site Director and/or his designees, and his superiors at the Alabama Historical Commission.
16.3. Dismissals for cause may include, but are not limited to, gross violations by the member of the Bylaws or regulations of the Group, repeated suspensions for the same or similar reasons, or behavior by the member that is deemed to be disruptive, unsupportive, or that brings discredit upon the Group, Fort Toulouse/Jackson Park or the State of Alabama.

16.3.1. A member may be considered for dismissal from the Group for cause by a 100% vote of the members of the Board of Directors together with the Historical Research/Authenticity Committee. At this time, the Board of Directors shall make a formal written recommendation for dismissal of said member to the Site Director.
16.3.2. The Group will be notified of the dismissal.
16.4. The Fort Toulouse/Jackson Site Director and/or his designees (changed from: Programs Manager), and his superiors at the Alabama Historical Commission, have the right at any time, without the input of the Board of Directors or the Historical Research/Authenticity Committee, to summarily dismiss any member of the Group who is deemed to be disruptive, unsupportive, or conducts himself in such a way as to bring discredit upon the Group, Fort Toulouse/Jackson Park or the State of Alabama.

Article XVII: Off-Site Participation
17.1. The Group is regularly invited to participate in activities away from the Park. While representing the Group at another site, members must abide by all provisions of the regulations of the Group, in addition to any local safety or other rules imposed at the site. Off-site participation with the Group is limited to those members who have acquired (by own or loan) the "required" uniform and personal equipment (men), or women who have a complete outfit, and have satisfactorily participated in a minimum of three Fort Toulouse garrison weekends. In order to go off site as a Marine unit the participant must have a French Marine uniform. The basic travel uniform is the small clothes. Since we do attend events at other parks the manual of arms, marching drill and artillery drill are all modified to best interface with the other forces. A copy of these, contained in the Drill Book, will be made available to you.
17.2. The Alabama Historical Commission and/or the Fort Toulouse/Jackson Park bear no responsibility for actions, accidents or other occurrences at sites away from Fort Toulouse/Jackson Park or during travel to or from Fort Toulouse/Jackson Park for garrison events.

Article XVIII: Amendments
18.1. These Bylaws of The Compagnie Franche de Fort Toulouse may be amended or changed by a 2/3 vote of votes cast by Regular Members at any regular meeting, subject to confirmation by the Alabama Historical Commission.
